What was The Process for Considering the Change to the New Recycling System
- The Hurst City Council deliberated on the subject of the new system over the course of several City Council meetings and Work Sessions
- Residents were surveyed twice (in 2009 and 2011) regarding their interest in the new recycling program
- A majority of residents supported switching to the new program in 2011
- The recycling program was also featured at February’s Annual Town Hall Forum and received positive feedback from those in attendance
Frequency of Recycling Pick-up and Schedule
- The recycling schedule will remain the same
- Residents will still recycle once each week on the same day that they are currently recycling
Price: There is an increase for Recycling, but No increase for Trash Collection
- There will be no increase in Solid Waste Collection fee this year
- Only an increase in the recycling fee of $2.56 per month (the total fee for recycling will now be $4.70)
- The Recycling Program will also help control costs by reducing demand on the landfills and thus will help keep landfill costs down over time
- There is no proposed fee increase for trash or recycling for next year.
The Rewards Program Will More Than Offset the Price of the Recycling Fee
- An average household can earn up to $165 in recycling rewards annually or an average of $13.75 per month
About the Carts: Size, Storage Issues, and Ease of Use 
- The 65-gallon Carts do not take up much more room than the current 18-gallon bins
- The “footprint” of the carts is only slightly larger than the “footprint” of the blue bins
- The carts should be easily stored in the same location where the blue bins are stored now
- The carts have two wheels which make them easier to maneuver and will help prevent back-strain from lifting and carrying the blue bins to the curb
- Senior Citizen and Disabled Residents who cannot take recycling to the curb can utilize “Back Door” pick-up service

What to do with the old blue recycling bins
- You can place the blue bin in the new recycling cart to be recycled
- You can keep the blue bin for your own storage use
- Please do not place the blue bins at the curb for trash collection, they can only be picked up on a recycling collection day
- After September 5th the blue bins cannot be used for recycling collection
When does the new service begin? -- September 5th
- You can use the new carts to recycle as soon as you receive them, but the rewards points program officially begins September 5th

Participation is not mandatory and you don’t have to accept a cart
- City policy and the trash contract has not changed: you do not have to recycle but the recycling fee is required and cannot be removed from the water bill
- Residents who do not wish to have a cart can simply provide their name and address to the Hurst Water Office or Allied Waste and a cart will not be delivered
- If a resident just received a cart and decides he/she does not want to participate, then the cart will be scheduled for pick-up by simply requesting pick-up and providing your name and address

About the Rewards System and How to Earn Points
- Points are earned for recycling: 2.5 points for each pound of recycling
- Points are then redeemed for coupons which can be used to buy products sold at local and national retailers
- You must register for the program to earn points and redeem your awards
- Each resident receives 300 points just for registering for the program
- You can also donate your points to local Hurst schools that can be redeemed for grants to fund environmental education programs
